The Hague Convention of 5 October 1961 Abolishing the Requirement of Legalisation for Foreign Public Documents (Hague Apostille Convention) facilitates the circulation of public documents executed in one State party to the Convention and to be produced in another State party to the Convention. It does so by replacing the cumbersome and often costly formalities of a full legalisation process with the mere issuance of an Apostille (also called Apostille Certificate or Certificate). The Hague Apostille Convention only applies as between States parties.

The article presents a conceptual framework that concerns the sociopsychological foundation and dynamics of intractable conflict. First, it defines and characterizes the nature of intractable conflict, and then it describes how societies involved in this reality adapt to the conditions of intractable conflict.

Mediation is the facilitation of negotiation. Subsequent to this author's basic mediation training supplemental work was taken in divorce mediation, workplace violence, small claims applications, and civil harassment. But nowhere in all this was negotiation explained. Fortunately negotiation is explained in several mediation texts, Moore (2003), McCorkle (2005), Bush & Folger (2005). Based on these texts and this author's experience, several aspects of negotiation are discussed along with how they might be of use to the practicing mediator.
